Ferndale Man Wanted After Allegedly Fondling Himself in Hot Tub Near Children at Splash Village

Prosecutors have issued an arrest warrant for a 40-year-old Ferndale man accused of exposing and fondling himself in a crowded hot tub at Zehnder’s Splash Village in Frankenmuth. The incident occurred on June 30, when the suspect allegedly entered the waterpark’s hot tub area, where families and children were present, and repeatedly exposed and touched his genitals, according to investigators.

A young girl reported the man’s behavior to a lifeguard, who immediately reviewed surveillance footage and identified the suspect leaving the area in a hurry. Frankenmuth police launched an investigation and, with assistance from Flock license-plate cameras and Michigan State Police facial recognition analysts, identified the suspect by July 9.

Prosecutors charged the man on Nov. 6 with aggravated indecent exposure and indecent exposure. Under Michigan law, aggravated indecent exposure which involves fondling genitalia is a high-court misdemeanor punishable by up to two years in jail, while standard indecent exposure carries a maximum one-year penalty.

Authorities noted the man has a prior indecent exposure case from 2019 involving a 4-year-old child in Oakland County, for which he pleaded guilty to being a disorderly person. Due to that history and the nature of the allegations in Frankenmuth, prosecutors described him as both a flight risk and a danger to the public, requesting a $50,000 bond once he is taken into custody.

Officials say the suspect has no known ties to Saginaw County and has yet to appear in court for arraignment. Frankenmuth police also confirmed they investigated a separate indecent-exposure report at the same waterpark in March 2025, though it remains unclear whether the two incidents are connected.
