SAGINAW COUNTY, Mich. — A Wisconsin man is facing multiple felony charges in Saginaw County following a Michigan State Police investigation into sexual misconduct involving a minor.
According to investigators, detectives from the Michigan State Police Tri-City Post opened an investigation in August 2025 into allegations involving a 30-year-old man and a 16-year-old female victim.

Authorities allege that between June 1 and August 1, 2025, Carl Boeder, of La Crosse, Wisconsin, a former Saginaw resident, established a sexual relationship with the minor. Investigators also say Boeder used his cell phone to engage in inappropriate communications with the victim during that period.
Once the investigation was completed, the case was forwarded to the Saginaw County Prosecutor’s Office for review. Prosecutors authorized the following charges:
- One count of Criminal Sexual Conduct – Third Degree (Student)
- Two counts of Criminal Sexual Conduct – Fourth Degree (Student)
- One count of Child Sexually Abusive Activity
- Three counts of Using Computers or the Internet to Communicate to Commit a Crime
- One count of Possession of Child Sexually Abusive Material
- One count of Distributing Sexually Explicit Material Involving a Minor
Boeder was arraigned on December 16 in the 70th District Court, where a judge set bond at $1,000,000 cash surety.
His next court appearance is scheduled for December 23 at 11:15 a.m.
This case remains under the jurisdiction of Michigan courts despite the suspect currently residing out of state.
All suspects are presumed innocent unless and until proven guilty.
