Detroit, MI – A Detroit woman has filed a $25 million federal civil rights lawsuit against the City of Detroit and a police officer, alleging she was shot multiple times during a traffic stop in October 2025. The lawsuit, filed this week in the U.S. District Court for the Eastern District of Michigan, claims the officer used unjustified force during what began as a routine traffic stop.

Tracey Allen, represented by attorney Maurice Davis, says she suffered six gunshot wounds to her arms and leg during the incident and now faces long-term medical care and rehabilitation. Davis announced the lawsuit during a Thursday press conference, arguing that the officer had no justification for using deadly force during a stop reportedly related to traffic violations, including a window tint and an obscured license plate.
According to the lawsuit, Allen was driving on Eight Mile Road when she was pulled over and provided her license and registration. She also requested a supervisor and called 911. During the encounter, Allen alleges she was pepper sprayed. Fearing for her safety, she then drove away at a low speed, prompting officers to pursue and box in her vehicle. The lawsuit claims Officer Zachary Melvin then opened fire while ordering her to exit the car.

Allen was struck six times during the shooting, according to court filings. The lawsuit alleges the force used was excessive and unlawful under the circumstances.
At the time of the incident, Detroit Police Chief Todd Bettison said the department would seek the officer’s immediate suspension without pay, stating the actions were not consistent with department policy. The officer had been on the job for nearly two years. The Michigan State Police were also requested to conduct an investigation.
The Detroit Police Department has declined to comment on the lawsuit, citing pending litigation.
