Grosse Pointe Farms man charged with sexually assaulting 15-year-old, was on tether for separate case

A 51-year-old Grosse Pointe Farms man, identified by prosecutors as Dwayne Eugene Howell, is charged with sexually assaulting a 15-year-old girl who is the daughter of a family friend, investigators said. Police say the incident dates to May 28, when Howell picked the victim up from her Detroit school, took her to his home on Belanger in Grosse Pointe Farms, and assaulted her multiple times, according to detectives.

Grosse Pointe Farms detectives say they served a search warrant at the home, collected DNA, and their findings matched what the victim reported. After months awaiting lab results, Howell was arrested Oct. 13 and arraigned Oct. 15, entering a not-guilty plea to six charges including criminal sexual conduct. A judge set bond at 200,000 dollars cash surety with no 10 percent option, and ordered a GPS tether. A probable-cause conference is set for Oct. 29.

Prosecutors say Howell faces first- and third-degree criminal sexual conduct counts, along with accosting a minor and a DNA refusal count. First-degree CSC in Michigan can carry up to life in prison upon conviction.

Court records show Howell was already on an electronic tether in a separate 2021 case for assault with intent to murder when this alleged assault happened. He remains held at the Wayne County Jail.
