ICE Detroit Announces Two “Worst of the Worst” Arrests Involving Violent and Repeat Criminal Offenders

DETROIT — ICE Detroit officials announced the arrests of two foreign nationals described as “worst of the worst” offenders, citing extensive criminal histories and public safety concerns.

The arrests, carried out in December 2025, involved individuals from Guatemala and the Democratic Republic of the Congo, both previously convicted of serious crimes in the United States.

Gang-Affiliated Guatemalan National Arrested

Enrique Lopez-Mejia

ICE Detroit arrested Enrique Lopez-Mejia, 40, a Guatemalan national previously identified as a member of the Sureno 13 street gang and the Paisas prison gang.

According to ICE, Lopez-Mejia has a lengthy criminal record that includes convictions for:

  • Bringing and harboring undocumented immigrants
  • Fraud
  • Failure to obey a police officer
  • Operating while intoxicated
  • Extreme driving under the influence
  • Operating a vehicle without a valid license

ICE confirmed Lopez-Mejia was taken into custody in December 2025. Officials emphasized that his gang affiliations and repeated offenses posed a continued risk to the community.

Congolese National Convicted of Sexual Assault Also Taken Into Custody

Bienvenue Mbituyimana

In a separate operation, ICE Detroit arrested Bienvenue Mbituyimana, 24, a national of the Democratic Republic of the Congo, on December 9, 2025.

ICE officials stated Mbituyimana has been convicted of second-degree criminal sexual conduct, a felony offense involving sexual assault. Authorities cited the conviction as grounds for enforcement action under federal immigration law.

ICE: Focus Remains on High-Risk Offenders

ICE Detroit reiterated that its enforcement efforts prioritize individuals with serious criminal convictions, gang ties, and repeat offenses.

“These cases reflect our continued focus on identifying and removing individuals who pose the greatest threat to public safety,” ICE officials said in a statement.

Both men are expected to remain in ICE custody pending further immigration proceedings.
