SERIAL SHOPLIFTER OUT ON PAROLE FOR SHOPLIFTING ARRESTED FOR 30TH TIME….SHOPLIFTING

A 66-year-old Clinton Township man who is out on parole for shoplifting was arrested for his 30th time….shoplifting.

The Macomb County Prosecutor announced that Dwane Effren Taylor has been charged with First-Degree Retail Fraud and Habitual Offender – Fourth Offense Notice related to a shoplifting incident that happened at the Target store in Clinton Township on Monday, August 4th.

Taylor is alleged to have placed numerous items into a shopping cart and exiting the store without paying. Targets Loss Prevention team detained Taylor and the merchandise, valued at $900.29 was recovered.

Taylor has 29 previous convictions for the same thing and was released from prison just weeks ago and placed on parole.

Due to Taylor’s extensive criminal record, Assistant Prosecuting Attorney Erica Clute-Cubbin requested a $50,000 cash bond, a steel cuff GPS tether, no contact with the Target store, and substance abuse evaluation. As Taylor will be detained due to a parole hold, Magistrate Zemke set a $29,000 cash/surety bond and referred Taylor to Community Correction for a substance abuse evaluation. If released, Taylor must wear a steel cuff GPS tether. Magistrate Zemke did not impose any other bond conditions.

“This defendant has been arrested for retail fraud an astonishing 30 times and is currently out on parole for the very same offense. His repeated disregard for the law shows a clear pattern of criminal behavior and a refusal to change course. Our office will be seeking significant consequences in this case. Retail theft is not a victimless crime, it harms businesses, workers, and communities. Chronic offenders must be held accountable,” said Macomb County Prosecutor Peter J. Lucido.
