Shelby Township, MI — A massive drug raid in Macomb County has resulted in the seizure of nearly half a ton of black-market marijuana and the arrest of a Shelby Township man accused of operating a multi-state smuggling operation out of a local home.



According to the Shelby Township Police Department, detectives with the department’s Special Investigations Unit began receiving information earlier this year about a large-scale marijuana trafficking operation being run from a residence in the township. Over the course of several weeks, undercover detectives conducted surveillance of the home as part of the investigation.
On March 13, 2026, Shelby Township’s Tactical Response Unit, working alongside agents with the Drug Enforcement Administration, executed a search warrant at the residence.
What they found inside was staggering.
Police say investigators seized 964 pounds of black-market marijuana, along with 83 pounds of marijuana edibles and 20,300 marijuana vape cartridges believed to be part of a distribution network operating across multiple states.
Authorities also recovered 15 firearms, approximately 90 pounds of ammunition, and $27,364 in cash during the raid.
Police arrested Joseph Zouhair Foumia, 51, of Shelby Township, at the home during the search.
The seizure of 964 pounds of marijuana marks the second-largest drug seizure in the 72-year history of the Shelby Township Police Department, according to officials.
Foumia was arraigned Monday, March 16, in 41-A District Court on multiple felony charges, including:
- Delivery/Manufacture of 45 kilograms or more of marijuana
- Delivery/Manufacture of Schedule 1, 2, and 3 drugs
- Felony Firearm
- Possession of Analogues
- Maintaining a Drug House
- Habitual Offender — Second Offense Notice
Magistrate Christopher Alayan set bond at $100,000 cash/surety with 10% allowed.
Shelby Township Police Chief Robert J. Shelide praised investigators for the weeks-long operation that led to the arrest and seizure.
“This bust is about more than just taking drugs off the streets — it’s about protecting families and giving our neighborhoods a chance to thrive,” Shelide said in a statement. “The results of this case are the product of several weeks of hard work by our dedicated officers, the Special Investigations Unit, the Tactical Response Unit, and our partners at the Drug Enforcement Administration. This operation removed a major supply of illicit drugs from our streets and disrupted the people responsible for distributing them.”
