Two Men Charged for Threats Against Judges and Police in Macomb County

MACOMB COUNTY, MI — Prosecutor Peter J. Lucido announced charges in two separate cases involving threats made online against judges and law enforcement.

Case 1 – Threats Against Warren Police and Judge Suzanne Faunce

42-year-old Andrew Roberts of Warren is facing multiple felony charges after allegedly sending violent threats about a Warren Police officer, the department, and Warren District Judge Suzanne Faunce.

Investigators say a local scanner website contacted police on October 27 after receiving alarming private messages. One said, “Death to Warren PD.” Another warned, “When this starts to happen you’ll know why,” along with an image showing a gun being fired near a marked patrol car.

Additional messages allegedly said “Death to Judge Faunce” and “Death to Chris Wells with Warren PD.”

Roberts was arraigned November 6 in Roseville’s 39th District Court before Judge Kathleen E. Tocco on the following charges:

  • False Report or Threat of Terrorism — 20-year felony
  • Using a Computer to Commit a Crime — 20-year felony
  • Habitual Offender – Fourth Offense, which could mean life in prison

Bond was set at $500,000 cash or surety. Roberts is barred from contacting any judges or court employees from Warren’s 37th District Court. If released, he must remain on house arrest with a steel-cuff GPS tether, and avoid drugs, alcohol, and the internet.

He’s scheduled for a Probable Cause Conference on November 19 and a Preliminary Exam on November 26.

Roberts was also separately charged with Resisting and Obstructing Arrest, receiving a $100,000 bond in that case.

“We will not tolerate threats meant to intimidate police officers or judges,” Lucido said. “Such conduct endangers public safety and undermines confidence in our courts.”


Case 2 – Threats Against Romeo District Judge Jennifer Andary

Cole Daniel Rapp, 27, of New York City, is accused of using Facebook to post threatening images and videos about Romeo District Judge Jennifer Andary.

Prosecutors say Rapp posted an image showing Judge Andary inside a coffin with the caption, “Pray about this.” The same image appeared as his profile picture and background.
Another post reportedly showed a pot being stirred, paired with music saying, “Judge in this town has bloodstains on his hands.”

Rapp was arraigned October 27 in New Baltimore’s 42-2 District Court before Judge William H. Hackel III on the following charges:

  • Unlawful Posting of a Message — 2-year felony
  • Using a Computer to Commit a Crime — 1-year misdemeanor
  • Cyberbullying — 93-day misdemeanor
  • Malicious Use of Telecommunications Services — 6-month misdemeanor

He was given $500 personal bond and is due back in court November 24 for a probable cause hearing, followed by a preliminary exam December 15.

“Threats or acts of intimidation against judges strike at the very heart of our justice system,” Lucido said. “Such behavior will not be tolerated.”


The Macomb County Prosecutor’s Office says all defendants are presumed innocent until proven guilty.
